RVK is a national, independently owned firm that provides unbiased investment consulting services to nearly 200 clients using a team-centered approach. We are seeking a Human Resources Manager (HRM) to maintain and develop all HR functions for our four (4) company locations. The HRM will help us meet current and future business needs and ensure efficient operations by providing vision, leadership, planning, and project management.

Duties and Responsibilities 

Strategic Development

  • Design, develop, and administer HR policies and procedures for all personnel.
  • Maintain employee handbook to reflect current company policies and procedures.
  • Maintain and further develop the company’s Affirmative Action Plan (AAP); file EEO-1 annually; maintain other records, reports, and logs to conform to EEO regulations.
  • Maintain department records and reports, including establishing any necessary systems.
  • Evaluate department reports, decisions, and results against established goals. Recommend improvements to efficiency and efficacy of department approaches, policies, and procedures.
  • Perform other related duties as required.


  • Work closely with senior management and department managers to identify hiring needs.
  • Assist in the recruitment process, such as drafting job descriptions, posting job announcements, scheduling interviews, and drafting offer letters.
  • Conduct new hire orientations.
  • Verify that all new employee paperwork is submitted and completed properly.
  • Process outgoing employees in accordance with company procedures and applicable state and federal regulations.

Performance Appraisals

  • Oversee the annual performance appraisal process launched in September of each year to ensure the process aligns with strategic company goals.
  • Research location-based market on wages and benefits for future planning and hiring opportunities.


  • Supervise the Payroll Specialist/HR Assistant, including approving timecards and completing annual performance appraisals.
  • Review payroll, as needed, in conjunction with other accounting staff.
  • Mentor and train the Payroll Specialist/HR Assistant on HR functions.


  • Support the RVK Compensation System as approved by the Board.

 Benefits Administration

  • Administer benefits, open enrollment process, and employee benefit changes.
  • Provide customer service to employees on policies, payroll, and benefits programs. This involves daily contact and relationship-building with benefits administrators, payroll and accounting, and external vendors. 
  • Manage all leave programs including short- and long-term disability, FMLA/OFLA, and sabbatical paternity/maternity leave according to state and federal requirements and company policies.
  • In conjunction with the HR Assistant, process educational reimbursement benefit requests, and oversee transportation subsidy benefits.

 Affirmative Action Plan

  • Administer the company’s AAP and act as liaison with external advisors.
  • Ensure effective implementation of the company’s AAP.
  • Monitor processes to ensure nondiscriminatory practices.
  • Advise senior management of AAP effectiveness and provide recommendations, as needed.


  • Develop and conduct company training as needed to meet strategic goals.
  • Develop and maintain external sources to enhance employee professional development in conjunction with the HRA.


  • Ensure compliance with applicable state and federal regulations and company policies.
  • Oversee the Portland Safety Committee to ensure compliance with building safety protocols.
  • Research and respond to outside governmental agency and RFP business requests.
  • Oversee grievance and complaint procedures.


Minimum Qualifications

  • Bachelor's degree and five (5) or more years related HR experience.
  • Working knowledge of current employment laws and related legislation.
  • Knowledge of or previous experience with online recruiting platforms.
  • Knowledge of basic accounting functions and ability to reconcile benefit accounts.
  • Communication skills: express complex ideas clearly and persuasively (written and oral).
  • Planning skills to coordinate hiring schedules in anticipation of future needs.
  • Strong attention to detail. 

 Preferred Qualifications

 Certification in Human Resource Management (SPHR or SHRM-SCP).

  • Strong working knowledge of Paycom or other third-party payroll system or HRIS, Microsoft Office (Word, Excel, Outlook), Paycom, E-Verify, and Adobe Acrobat.
